January, 1991 Report from Dade’s Office of Educational Accountability states that test scores did not go up, and teacher satisfaction went down in the first 33 "pilot" School-Based Management schools. Instead of waiting for these results, the system allowed over l50 schools to REPLICATE THIS FAILURE.
Millions have been spent for substitute teachers, "training" and attendance at meetings.
Collective bargaining in Dade put a quota on the number of parents/ community members on decision-making committees at schools, limiting them to one or two. Parents and community have been CAPPED OUT.
Collective bargaining in Dade failed to reform the method for removing an incompetent teacher from the classroom. It can take two years, or 1/3 of a child’s elementary school life
